• The proportion of full-time firefighters to the total population of the province will reach 0.4‰ ，the coverage rate of various types of firefighting forces in township areas 100% ，increase the number of fire rescue stations per 100,000 people 10% ，the air emergency rescue force will basically achieve within 2 hours arrival at the risk areas of major disasters and accidents, after the disaster within 12 hours the basic living needs of the disaster victims will be effectively assisted;
• The coverage rate of county-level emergency material warehouses (excluding municipalities) will reach 95%；
• The rate of safety skills training for newly employed personnel in key industries and above-scale enterprises will reach 100%。
